學過英語的人都認識 secretary 這個詞‘文書，秘書，書記’。這個詞由‘secret 秘密’派生出來，在中世紀時，這種人專門為貴族處理一些秘密事務。到16 世紀末，這詞才獲得‘部長’的詞意，相等于minister，如：home secretary內(nèi)務部長。Foreign secretary 外交部長/ secretary of treasury 財政/部長 secretary of defense 國防部長，secretary of state 國務卿。
