To many Westerners, the concept of human rights in China is a negative one. However, what is left unexplained by China’s critics is a paradox: How could a country with one-fifth of the world’s population but no human rights to speak of have made such enormous strides in its economic and social development? For a starving, downtrodden people in a war-torn country, “human rights” were a luxury. Seventy years ago, when the People’s Republic of China was founded, the average life expectancy in China was only 35. In such dire times, ensuring the survival of its people was China’s imperative, and this guided policy for the past 70 years. The results of our hard work are indisputable. China’s life expectancy reached 77 in 2018, higher than the world average of 72. In the last 40 years, over 740 million people have been lifted out of poverty, accounting for over 70% of the world’s total population lifted from poverty, an accomplishment applauded by the World Bank as “the fastest rate of poverty reduction ever recorded in human history.” Further, China has put in place the world’s largest networks of education, social security, medical care, and community-level democracy.
“Respecting and protecting human rights” has been included in the Constitutions of China and the Communist Party of China, and the various strategies guiding national development. Indeed, the expansion and protection of human rights has become an important principle of governance for the Party and the Chinese government.
The assumption that China is not a democracy reflects a large misunderstanding. Democracy is a means to deliver a happy life to the people by constantly improving the governance of the country and society. For decades, China has been committed to upholding the Party’s leadership, ensuring that the people run the country and practice law-based governance. The people can have their voices heard in local and state affairs and can freely claim their rights. Anti-corruption campaigns have been successful. State power is now exercised with checks and balances, and the people enjoy higher standards of living. Indeed, it is those countries who masquerade as democracies but flout the will of the people who should think about the condition of their democracy.Citizens’ right to vote, freedom of speech, and freedom of religious belief are well protected by China’s Constitution. An election system with both direct and indirect election is practiced. Leaders are elected from the rank and file, with the participation of the whole population in various forms, so they are keenly attuned to the people’s wants. This is democracy in both name and nature.
We have over 800 million netizens, and people can speak freely on a wide range of conventional and new media platforms. Of course, law-breaking, hateful or inciteful comments are prohibited, as is the case in most other countries.
The Chinese people also enjoy the freedom of religion. There are nearly 200 million worshippers, over 380,000 religious personnel, and 144,000 legally-registered houses of worship in China. Tibet alone has 1,778 venues for practicing Tibetan Buddhism, with some 46,000 resident monks and nuns, and Xinjiang has 24,400 mosques, which means one mosque for every 530 Muslims, a higher rate than most Muslim countries.
Speaking of the “Xinjiang issue”, a so-called stain on China’s human rights record recently hyped up by some ill-informed or even ill-intentioned people, is not an issue about human rights or religion at all. Since the 1990s, Xinjiang has been a victim of the same rampant terrorism and religious extremism that has plagued the whole world. We have endured thousands of violent terrorist attacks.
To bring the situation under control, the government has taken a comprehensive approach, focusing on preventive measures, including establishing vocational education and training centers, to help misdemeanants misguided by extremism to learn the country’s common language and law, and acquire employable skills. These measures have worked - there have been no violent terrorist attacks in Xinjiang for 28 months. What we are doing is protecting human rights at every level.
As we Chinese often say, only the wearer knows if his shoes fit or not. China’s development philosophy is people-centered. Pay a visit to China, and you will see the people are leading happy lives. This is in itself a show of confidence in the country’s progress on human rights. The protection of human rights is a never-ending process, and China will always strive to do better.

說起公民選舉權(quán)、言論自由和宗教信仰自由,這些都是受到憲法保障的。中國(guó)實(shí)行直接選舉和間接選舉相結(jié)合的選舉制度。我們選出來的領(lǐng)導(dǎo)人,基本上都有基層工作經(jīng)歷,最知道老百姓想要什么,始終把為老百姓謀福利作為頭等大事。中國(guó)領(lǐng)導(dǎo)人的產(chǎn)生過程,包含著各層級(jí)干部群眾的評(píng)判與意見,是實(shí)實(shí)在在的民主。中國(guó)光網(wǎng)民就超過8億,老百姓可以在傳統(tǒng)和新媒體各種平臺(tái)上自由發(fā)表見解,當(dāng)然任何違法、煽動(dòng)仇恨等言行都必須被制止,這在哪個(gè)國(guó)家都一樣。中國(guó)公民有宗教信仰自由。中國(guó)有各類宗教信徒近2億,宗教教職人員38萬余人,依法登記的宗教活動(dòng)場(chǎng)所14.4萬處。例如,西藏自治區(qū)有藏傳佛教活動(dòng)場(chǎng)所1778處,住寺僧尼4.6萬多人。新疆自治區(qū)有清真寺2.44萬座,平均每530位穆斯林就擁有一座清真寺,比例超過許多穆斯林國(guó)家。
說到新疆,現(xiàn)在有一些無知或不良的人大肆炒作所謂“新疆問題”,稱之為“中國(guó)的人權(quán)污點(diǎn)”,其實(shí)這根本不是什么人權(quán)和宗教問題。在國(guó)際上恐怖主義猖獗,宗教極端主義滲透的影響下,新疆自上世紀(jì)90年代以來就深受其害,發(fā)生了數(shù)千起暴力恐怖事件。為此,我們采取包括源頭治理和預(yù)防性措施在內(nèi)的綜合措施,如依法建立職業(yè)技能教育培訓(xùn)中心,幫助那些受到極端思想影響、有輕微違法犯罪行為的人,學(xué)習(xí)通用語言、法律和職業(yè)技能。這些措施取得了積極成效,現(xiàn)在新疆已經(jīng)連續(xù)28個(gè)月沒發(fā)生暴恐事件了。我們所做的恰恰是保護(hù)人權(quán)的事。

今年7月1日,是香港各界人士紀(jì)念香港回歸祖國(guó)和香港特別行政區(qū)成立的喜慶日子。但卻發(fā)生了極端激進(jìn)分子以極為暴力的方式?jīng)_擊香港立法會(huì)大樓、肆意破壞內(nèi)部公共設(shè)施的事件。尤其不能容忍的是,在香港特區(qū)政府宣布停止推進(jìn)修改《逃犯條例》工作之后,暴力分子不僅不收手,反而變本加厲,公然污損國(guó)徽、侮辱國(guó)旗、縱火襲警、使用鐳射槍照射警察眼睛、沖擊中央政府駐港聯(lián)絡(luò)辦公室和香港警署,強(qiáng)行阻止地鐵運(yùn)行癱瘓交通等破壞行動(dòng),超出集會(huì)、游行、示威自由的范疇,不僅嚴(yán)重破壞了香港市民正常生活秩序,更是對(duì)“一國(guó)兩制”原則底線和中央政府權(quán)威的公然挑戰(zhàn)。試問世界上哪一個(gè)主權(quán)國(guó)家和負(fù)責(zé)任的政府可以對(duì)此無動(dòng)于衷?
令人痛心的是,持續(xù)近兩個(gè)月的游行示威特別是暴力沖擊行徑,對(duì)香港經(jīng)濟(jì)民生已造成嚴(yán)重影響。8月5日香港特區(qū)政府公布的經(jīng)濟(jì)數(shù)據(jù)顯示,今年第二季度香港地區(qū)生產(chǎn)總值較去年同期僅實(shí)質(zhì)增長(zhǎng)0.6%,跌至10年來最低水平。今年上半年各項(xiàng)經(jīng)濟(jì)指標(biāo),除個(gè)別行業(yè)外,全面下跌,零售業(yè)和旅游業(yè)首當(dāng)其沖,商戶銷售額和酒店入住率大幅下跌。國(guó)際投資者的信心被嚴(yán)重打擊,公開表達(dá)對(duì)香港營(yíng)商環(huán)境的深切憂慮??梢灶A(yù)料,那些在香港定居或者做生意的毛里求斯朋友的工作生活也在一定程度上受到了暴力示威活動(dòng)的影響。
必須明確的是,在香港當(dāng)前亂局中,站在臺(tái)前的是部分激進(jìn)暴力分子,居中的是部分被誤導(dǎo)、被裹挾的善良市民,但幕后慫恿、支持激進(jìn)暴力分子的則是香港內(nèi)外的“反中亂港”勢(shì)力。他們明目張膽地為激進(jìn)暴力分子撐腰壯膽、明里暗里進(jìn)行協(xié)調(diào)指導(dǎo)和資助。“.”組織頭目秘會(huì)西方國(guó)家駐香港總領(lǐng)事館官員的事件一經(jīng)曝光,引起輿論嘩然。這種公然插手中國(guó)內(nèi)政、漠視香港秩序遭破壞的行為,無異于包庇、縱容和支持違法犯罪。
談到自由民主,我想指出的是,香港回歸22年來,中國(guó)政府依照憲法和香港基本法,切實(shí)貫徹落實(shí)“一國(guó)兩制”、“港人治港”、高度自治,香港保持繁榮穩(wěn)定,被公認(rèn)為是全球最自由的經(jīng)濟(jì)體。香港的國(guó)民生產(chǎn)總值(GDP)從1997年的1.37萬億港幣增至2018年的2.84萬億港幣,人均GDP從1997年的21萬港幣增長(zhǎng)至2018年的38.19萬港幣。香港還成功抵御了亞洲金融危機(jī)、國(guó)際金融危機(jī)的沖擊,經(jīng)濟(jì)發(fā)展和人民生活呈現(xiàn)出一派繁榮氣象。正如香港媒體評(píng)價(jià),“一國(guó)兩制”是香港發(fā)展的最大優(yōu)勢(shì),它讓香港分享了國(guó)家發(fā)展的紅利,保障了香港居民的各項(xiàng)權(quán)利和自由。
“利莫大于治,害莫大于亂”,當(dāng)前最緊要的任務(wù)是“止暴治亂、恢復(fù)秩序”。 克制并非軟弱!中國(guó)中央政府和全中國(guó)人民維護(hù)香港繁榮穩(wěn)定、維護(hù)國(guó)家根本利益的決心和力量不容被低估,將近全力還香港一個(gè)風(fēng)清氣正的美好明天,這也是當(dāng)下香港社會(huì)最大的民意。
For the past two months, violent demonstrations in the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China have drawn great attention. Some media and friends in Mauritius are concerned about the development of the situation in Hong Kong. Preserving Hong Kong’s long-term prosperity and stability is not only in the interest of all the Chinese people, including Hong Kong people, but is also in the interests of the international community, including Mauritius. This is precisely the objective for which unremitting efforts have been made by the Chinese Central Government and the HKSAR Government. At the same time, we have also noticed that some international media and people are disregarding the facts or making what we called “Selective Blindness”, and spreading irresponsible remarks. They are also preventing the international community to understand objectively Hong Kong’s violent and illegal activities, and they even openly interfere in China’s internal affairs. This is something China is strongly opposed to.
The 1st of July of this year was supposed to be a day of celebrations for the Hong Kong people all around the world, in commemoration of the 22nd anniversary of Hongkong’s return to motherland and the establishment of Hong Kong SAR. However, there were incidents during which extremists attacked the Hong Kong Legislative Council building in a very violent manner and willfully destroyed the internal public facilities. A particularly unacceptable fact is that even after the Hong Kong SAR government announced it would stop the revision of the Fugitive Offenders Ordinance, violence did not stop. Instead, the extremist militants intensified their efforts to publicly deface the national emblem, insult the national flag, and arson attacks to Hong Kong police. They even used laser guns to flash out the eyes of the policemen, attacked the Liaison Office of the Central People’s Government in Hong Kong and the Hong Kong Police station, blocked Hong Kong subway, airport and public transportation. These are far beyond the scope of freedom of assembly and demonstration. Even the signs of terrorism have seriously arisen. This has not only affected the normal life of the Hongkong people, but also has openly challenged the bottom line of the “one country, two systems” principle and the authority of the central government. Which sovereign country and responsible government in the world can impassively watch this and do nothing?
The saddest thing is that the demonstrations and the violent movement which have now lasted for almost 2 months have seriously impacted Hong Kong’s economy and the people’s livelihood. According to economic data released by the Hong Kong SAR government on 5th August, in comparison with the same period of time last year, Hong Kong’s GDP has only increased by 0.6% in the second quarter of this year, which is the lowest level for the past 10 years. During the first half of this year, all Hongkong’s economic indicators have fallen down, except for a few industries. Retail business and tourism industries are on the top of the list, while merchant sales and hotel occupancy rates have also fallen sharply. The confidence of the international investors has been seriously impacted as they have publicly expressed their deep concern about the business environment in Hong Kong. The working life of the Mauritian friends who have settled down or are doing business in Hong Kong has probably been also affected to some extent by the violent demonstrations.
It must be clarified that, in the current chaos in Hong Kong, a small number of violent radicals are at the front with some kind-hearted citizens misguided and coerced in the middle, but the masterminds behind the scenes are the anti-China forces in and out of Hong Kong which have been trying to mess up Hong Kong. They are openly funding and supporting the radical activists, helping them to build strategies. Some of them even personally coordinated the subversive destruction movement of the riots. It has been revealed that the major “Hong Kong independence” activists have secretly met with diplomat of the Consulate General of one western country in Hong Kong. This affair has caused a public outcry. This kind of behavior, that is to say openly interfering in the domestic affairs of China and consciously ignoring the destruction of Hong Kong’s law and order, is nothing else than a shield which connive and support illegal crimes.
Talking about liberal democracy, I would like to point out that, since Hong Kong’s return back to motherland 22 years ago, the Chinese government has effectively implemented the policy of “One country, two systems”, “Hong Kong people governing Hong Kong” and has granted a high degree of autonomy to Hong Kong, in accordance with the Constitution of the People’s Republic of China and the Hong Kong Basic Law. Hong Kong has maintained prosperous and stable all through these years and has even been recognized as the freest economy in the world. Hong Kong’s gross domestic product (GDP) increased from 1.37 trillion Hong Kong dollars in 1997 to 2.84 trillion Hong Kong dollars in 2018, and the GDP per capita has increased from 210,000 Hong Kong dollars in 1997 to 381,900 Hong Kong dollars in 2018. Hong Kong has also successfully resisted to the Asia financial crisis and the international financial crisis. Economic development has bloomed, and people’s lives have been drastically improved. As Hong Kong media commented, “one country, two systems” has been the greatest advantage for the development of Hong Kong. It has allowed Hong Kong to share the profits of the mainland’s development while protecting the rights and the freedom of the people of Hong Kong.
A Chinese proverb says “Nothing is more beneficial than stability, and nothing is more detrimental than chaos”. The most urgent and overriding task for now is to stop the violence, end chaos and restore order. Restraint is not weakness! The determination and strength of the Chinese Central Government and the entire Chinese people to preserve Hong Kong’s prosperity and stability and maintain the country’s fundamental interests cannot be underestimated. We will do everything it takes to get Hong Kong back to the path of a prosperous future. This is also currently the most common will of the people of Hong Kong.

美方采取單邊加征關(guān)稅的做法,不僅使中美經(jīng)貿(mào)合作受挫,更違反世界貿(mào)易組織規(guī)則,損害多邊貿(mào)易組織爭(zhēng)端解決機(jī)制的權(quán)威性,嚴(yán)重干擾全球產(chǎn)業(yè)鏈和供應(yīng)鏈,“買單”的將是整個(gè)國(guó)際社會(huì)。
The unilateral imposition of new tariffs on China by the US has not only derailed China-US economic and trade co-operation, but also violated the rules of the World Trade Organisation, undermined the authority of its dispute settlement mechanism, and seriously disrupted the global industrial and supply chain. The price will be paid by the entire international community.

We always believe that negotiations should be based on equality and mutual respect, conducted in a sincere, principled, trustworthy and rules-based manner for mutual benefits and win-win results. The 12 rounds of China-US consultations have not been free of setbacks, each of them being the result of a US breach of consensus and commitments, and backtracking.

If the US intends to force China to make more concessions by imposing extreme pressure, threats or blackmail, it is barking up the wrong tree. On major principles concerning sovereignty, China will not back down even a little bit.
我想在這里順便談?wù)勚蟹讲少徝绹?guó)農(nóng)產(chǎn)品的問題。美方最近指稱中方?jīng)]有采購美國(guó)農(nóng)產(chǎn)品。事實(shí)上,中國(guó)企業(yè)已經(jīng)向美國(guó)采購了大豆等美國(guó)農(nóng)產(chǎn)品,并持續(xù)進(jìn)行詢價(jià)。由于美方突然宣稱再次對(duì)華加征關(guān)稅,嚴(yán)重違背了中美元首大阪會(huì)晤共識(shí),中國(guó)國(guó)務(wù)院關(guān)稅稅則委員會(huì)對(duì)8月3日后新成交的美國(guó)農(nóng)產(chǎn)品采購暫不排除進(jìn)口加征關(guān)稅,中國(guó)相關(guān)企業(yè)已暫停采購美國(guó)農(nóng)產(chǎn)品。中方希望美方認(rèn)真落實(shí)大阪共識(shí),言而有信,為兩國(guó)農(nóng)業(yè)領(lǐng)域合作創(chuàng)造必要條件。
I also wish to shed light on the issue of Chinese procurement of US agricultural produce. The US recently alleged that China has failed to purchase American agricultural produce as promised. In fact, Chinese companies already purchased US soy beans in large amounts and kept asking for new quotations. However, the US announcement of imposing new tariffs on Chinese imports from September 1 is a serious violation of the Osaka consensus. As a result, the Customs Tariff Commission of the State Council of the People’s Republic of China will not rule out levying tariffs on American farm imports purchased after August 3, and Chinese companies suspended their purchase of more US agricultural produce. We hope that the US will keep its promise and implement the Osaka consensus, so as to create necessary conditions for agricultural co-operation between the two countries.
中國(guó)古語云:“人而無信,不知其可也”。作為當(dāng)今唯一的超級(jí)大國(guó),美國(guó)在全球貿(mào)易、氣候變化、防擴(kuò)散等領(lǐng)域一再失信于國(guó)際社會(huì)。
As an ancient Chinese saying goes: If a man does not honour his promise, how can he be trusted? As the only superpower in the world today, the US has repeatedly broken its promises to the international community on global trade, climate change, nuclear non-proliferation and many others.
也許我們改變不了美國(guó)的善變,但中國(guó)繼續(xù)擴(kuò)大對(duì)外開放、維護(hù)多邊主義和自由貿(mào)易、推動(dòng)構(gòu)建人類命運(yùn)共同體的承諾和決心不會(huì)變。對(duì)于貿(mào)易戰(zhàn),我們不想打,但也不怕打。這一立場(chǎng)也不會(huì)變。
The unpredictability of the US is not what the world may change, but the commitment and determination of China is what will never change, for opening further to the outside world, maintaining multilateralism and free trade, and promoting a community with shared future for mankind. As for the trade dispute, China’s position will also stand unchanged: China does not want a trade war, but is not afraid of fighting one.
